That's an option in the Sounds part of Settings.

Guess I should RTF the 400-page M :-)

I failed to guess that "vibrate off" actually means
"vibrate off except when sound is off" :-)

There are two settings. One sets vibrate on or off when the sound is off;
the other sets vibrate on or off when the sound is on.

Can’t look again—down to 10% battery and can’t find the cord. :-(

Are y'all talking about the little switch at the top of the side of the
phone above the volume buttons? on the iP4?
