Default Can we replace a backup of an app to another device?

Is there a way to use the backup of a configured app (say it has
documents, scores, or passwords), from my iPad and move it to the
backup of my iPhone and then restore it?

Two issues here:
Can I restore a single app?
Are apps backed up from one device compatible for the other device?

I'm assuming I install it on the other device first, which may or may
not be necessary. The installed app won't have the settings - but
will exist in the backup.

basically, no, although it can be done with a lot of effort.

some apps might have a way to back stuff up on their own, such as
syncing to dropbox or they access an online account, but those tend to
be the minority. the itunes backup/restore is all or nothing.

this is one of the biggest annoyances with the current app management.
you can't restore a single app with its data unless you restore
everything *and* the app was there before the backup was made and
included in the backup. adding an app starts it fresh, which is
sometimes useful but usually not.

one way around this is jailbreak it so you can get access to the app's
sandbox. you can get the app's data files from the backup using one of
the backup extraction tools that runs on mac/windows. the files should
be the same, but it's possible an app does something different on
different devices and will reject the files. once you have the
necessary data files, copy them to app's data folder on the jailbroken
device.

what might work is if you extract the files from one backup and add
them to a backup of a different device and then restore everything.
i've not tried that method, mainly because it's a major pain in the
ass, but it should avoid the need to jailbreak.

Is there a way to access single files of a iOS device backup?

That depends on your definition of "access", I suppose. : )

They are stored here on your computer:

~/Library/Application Support/MobileSync/Backup/

Be able to actually *use* that file. Restore one app out of many.
