Default Syncing contacts between devices

Apple brags that we can have all the contacts on all devices.

Well, something's wrong either in my settings or in their code.

I have a (first version) iPad and an iPhone 4.

I edited a contact (added e-mail), and added a contact on the iPad.

The edit appeared on the iPhone in less than a minute. The new contact
is not there an hour later. The iPhone has a refresh icon, but that
doesn't help. The iPad does not have such an icon (another example of
unnecessary differences).

Are you actually Syncing devices or using iCloud?? They are two different
processes, and possibly shouldn't both be used at the same time.

Default Syncing contacts between devices

Anyone know how to create a contact on one device and have it
show up on others? Changes sync immediately but additions
do not.
