Default Localizing iPad 3G for Use Outside the US?

As I understand it, there is no hope for the iPhone--one can't take a
stock iPhone of any description overseas and swap SIMS in order to use
it at local rates.

That leaves the iPad. I recall having read that my iPad 2 can have a
temporary SIM swap overseas and access cellular data without paying
AT&T's exorbitant roaming fees.

True? If so, what are the mechanics? Go to a cell-phone store and ask
for _______________?

Go to any cell phone store of a company that uses SIM cards for their
service. If they do not have mini-sims then it must be trimmed to fit which
is easy to do by lining up the contacts and using a sharp knife or
scissors.

a microsim, to be used with an ipad.

if the carrier does not directly support ipads, try another carrier who
does or get a standard pay as you go minisim and cut it. the templates
are available online or you can buy a cutter for a couple of dollars.
some newer sim cards can snap to either mini or micro size and you
might not need a cutter at all.
