Default iPad 2 as gift; what else is needed?

I am giving an iPad 2 (wi-fi, 16GB) to someone. The person has a fairly
new Mac laptop (and therefore presumably has OS X v10.5.8 or later,
iTunes 10.5 or later, and USB 2.0) and a high-speed internet
connection via Comcast in Chicago.

What else is needed?
I don't think the person receiving the iPad is capable of doing any
configuring. If the person calls Comcast to come out, can Comcast bring
whatever else is needed and set things up so that the iPad is fully
functional?

Nothing.

If the person has trouble he should call Apple or look in the manual for
directions.

How about giving this person a book on using the iPad. There is not much
information about the iPad when you receive it.
Books such as:
My new iPad2
The iPad project book
are worth considering.

Who set up his laptop and WiFi?

The desired timezone will have to be set.

Some cosmetic and usability features are configurable, like background
image, brightness control, auto-correct and spell check.

He's going to have to configure the iPad's WiFi, which would include
entering a WEP or WPA password if the home WiFi network has one.

If he intends to send or read email from the iPad, configuring at least
one account will be required.

Some apps which piggy-back on top of cable or magazine subscriptions
require entering account information (including userids and passwords)
in order to access the online material.

There are probably more items.

You don't mention having a wifi hub (such as an AirPort) to access
Comcast with the iPad2.

Is the laptop plugged directly into the net or do they have
a wi-fi base station in the house already?

They're going to need a wifi base station.

I would not let anyone from Comcast anywhere near my iPad 2.

There is a very decent User Guide in the iBook store, and it is free.

How does someone who can't figure out how to configure his iPad get it?
