Default How does one scroll a web page?

There seems to be no means of scrolling a long linear web page, or
indeed any other page in a document, other than repeatedly swiping
one's finger down the screen.

I am told that Apple provide an 'index' feature through their API,
whereby the developer can display an index down the right hand side of
the page, and clicking on those index items one can select from
individual files, etc.

But I cannot see any quick way to scroll in the general sense.

You're not swiping hard enough. Do it more quickly, and lift your finger
off the screen. With practice you can get it to roll up several screens
at a time.
I have a DVD catalogue with 500+ entries and I can get from top to
bottom in a couple of swipes.

Yes; I spotted that option, but if you have a long list of stuff it
still takes a lot of swiping.

Is there any way to e.g. go to the bottom of a web page?

Not that I can find.
People talk a lot in forums about "two finger scrolling". I can't figure
that out at all.

fn+Right-Arrow - end of page
fn+Left-Arrow - top of page
fn+Down-Arrow - Page down
fn+Up-Arrow - Page up

On laptops, and keyboards without the number pad, fn is in the
lower left corner of the keyboard.
On full sized keyboards, fn should be a key in the middle keypad.

Two finger scrolling will let you scroll within a page (when you have
scroll bars in a control within the page itself).

It won't help you flip through an extremely long document.
