Default downloading files on a iPad

What's the best app to use that will allow me to download any type of file
on the Internet, store the downloaded files on the iPad then transfer the
files to my desktop computer either by iTunes, WiFi or a program on my
computer.

There are times when I'm browsing the Internet on the iPad and come across
some files that I want to download for my desktop PC computer.

It depends on how the file is served on the internet; if it's being served
by an FTP server, there are FTP clients for iOS. If it's on a website, you
can email the URL of the website to your desktop and then download it from
there.

search for browser on the app store. there are hundreds of options,
many of which are far more capable than safari, including downloading
files, ad blocking, real tabs (which safari is just getting), dropbox
support and quite a bit more. some are free and some are not.
